Laws and Regulations
There is no recycling mandate or requirement for municipalities, only guidelines to help the municipalities set up recycling programs. The average state rate for recycling is listed at between 3 and 5%. There are some municipalities that document upwards of 10% and quite a few that document 0%. This disparity is due to some municipal subsidies and close proximity to a market for recyclable materials resulting in a higher than state average rate, and remote locations with low populations resulting in a lower than state average rate.

The U.S. Environmental Protection Agency Region 8 is soliciting proposals to fund projects that address solid waste reduction, recycling, and management, priority chemical reduction, and waste tires management and recycling issues at the local, State, regional and/or national levels. Funds will be awarded for carrying out projects that serve the following states: Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming and/or the lands in Indian Country belonging to the 27 federally recognized tribes which fall under EPA Region 8
Should you take your catalytic converter off? While it may not be against Wyoming law, it is against Federal law to remove or disable any part of the vehicle emissions system. There is a rather stiff penalty if you are caught. It's a $100,000.00 fine and up to 5 years in prison. All that aside, the engine fuel management system is designed to operate with the catalytic converter so it will have an adverse effect on fuel management. It will also turn on the check engine light and the PCM may go into a fail safe mode. Again, all that aside it will help performance by removing a restriction form the exhaust and allow the engine to put out more power. http://autorepair.about.com/library/a/1h/bl195h.htm
