Laws and Regulations
No recycling goals. However, in 1989, Department of Natural Resources regulation (Chapter NR 544) set a standard for a recyclable collection measured in pounds per person per year. Recyclables include newspaper, magazines, aluminum, steel, bi-metals, tires, plastic and glass containers and foam polystyrene packaging. In rural counties, each person should recycle 82.4 pounds per year. In other counties, 106.6 pounds per year. Due to market fluctuation, an exemption exists for recycling polystyrene. In 2002, the statewide per capita average for recycling of the materials from residential collection programs was 141.57 pounds per person. There is also a ban on oils, batteries, major appliances, and yard waste from landfills. The statewide per capita average for recycling from residential collection programs for all banned materials was 261.33 pounds per person in 2002. The statewide waste diversion rate for all recyclables in 2002 was 40.4% (including recycling in the non-residential sectors).

    News
With more than 23 million people stopping at Wisconson’s 32 highway rest areas and 83 smaller waysides each year, Wisconsin’s Department of Transportation (WisDOT) saw potential in establishing a recycling program for rest area visitors. The recycling program also would help WisDOT comply with the 50 percent waste diversion target required for all state agencies by the state’s recycling law, Wisconsin’s Act 335. ...
The success of the “Recycle Wisconsin” program illustrates the importance of recycling not only at home, but also when traveling and on the go. After 14 years of rest area recycling, Wisconsin’s program is here to stay and shows that recycling at rest areas is both feasible and sustainable. Wisconsin Vehicle Inspection includes:
Catalytic Converter items checked: Catalytic converters have been standard on U.S. vehicles since the mid-1970’s. The catalytic converter is part of a vehicle’s exhaust system. Inside of the catalytic converter you will find either small ceramic beads or a honeycomb set of passageways coated with metals, such as platinum and palladium. When engine exhaust passes through the catalytic converter, a chemical reaction causes the exhaust pollutants to become less harmful.
    1. Catalytic converter is missing.
    2. Catalytic converter is damaged.
If you have replaced a catalytic converter as a result of an emission equipment inspection failure, you or the person returning the vehicle to the inspection station will also need to present the catalytic converter's WARRANTY CERTIFICATE for reinspection. If the replacement catalytic converter is a manufacturer's original equipment model, only an invoice/receipt is needed for reinspection. http://www.wivip.com/index.html?te_idletest.html
