The state's solid waste management act mandates a 25% reduction rate of solid waste. Solid waste managment regions are required to submit a plan for management of their solid wastes for 10 years in the future. Each year, the regions are required to submit a progress report on their solid waste plan. The state reviews the plans to determine if progress is being made to meet the state's 25% diversion goal. The state showed a 20.3% per capita waste reduction in 2002, as compared to the 1995 base year.
