Michigan legislators are once again trying to jump-start recycling in the state with proposals that ignore market realities. Two bills that have recently passed the state Senate will, if implemented, prove no more successful than past efforts to mandate recycling. The state House should let them die.
Senate Bill 790 sets up a “state recycling advisory council.” The council would have numerous charges, including calculating the amount of public and private money needed to improve recycling in urban and rural areas; identifying "all known sources of potential funding for recycling"; and devising a method for distributing these monies to local recycling programs. Senate Bill 854, in turn, would establish a new post of “statewide recycling coordinator” within the Department of Environmental Quality. The coordinator’s office would be charged with creating a "regular review of local recycling programs" and gathering information about "recycling processes, markets and rates." http://www.mackinac.org/article.aspx?ID=6862
Catalytic converters, or catalysts, were first developed in response to the requirements in the 1970 Clean Air Act to reduce vehicle emissions. A catalytic converter has no moving parts. The technology behind the catalytic converter is a very small amount of catalytic metal (platinum, rhodium,and/or palladium) coating acres of surface area contained within a stainless steal canister. The metal causes a desired chemical reaction without being changed or consumed. Catalytic Converter PDF Info
Smog has a dedicated ally in the senior senator from Missouri; a New York Times article exposes Bond as a long-standing foe of regulations that would reduce the amount of smog produced by small engines by mandating the addition of a golf-ball sized catalytic converter... http://www.waveflux.net/archives/2006_04.php
