Laws and Regulations
9 law set goal of reducing waste landfilled by 25%; state has not met this goal. Recycling rates averaged approximately 15-17% in 2000.
... many cities on the East and West Coasts have ordinances to fine residents who do not recycle. But the only recycling mandate in Louisiana is Act 185 — passed by the Louisiana Legislature as an official goal to recycle 25 percent more materials than the state did in 1989 when the act was passed. The act did not set a deadline for the goal.

A department-commissioned study found that Louisiana could support five composite plants, which would cost $15 million to $20 million, with each employing 40 to 50 people, Short said. The composite decking market is estimated at $2.4 billion for 2008, Short said. “If we could even carve off 10 percent of that, it would get us back to $200 million to $250 million … for just decking alone,” Short said. If all goes well, in five years Louisiana could be looking at a $500 million to $1 billion industry, Short said. Wu said the total market for composites could be even bigger when one includes other commercial applications, such as bumpers and dashboards in cars and trucks. The composites can be adapted to these uses by increasing the percentage of plastic used to 70 percent or so, Wu said. And the composites have an additional advantage; unlike fiberglass, the composites can be recycled. The proliferation of plastic resin types has made it difficult for the recycling industry to sort out all of the contaminants, Wu said. The result has been an increase in plastic waste. In Europe, the auto industry will be required to recycle 95 percent of car parts and materials by 2015, Wu said. The domestic auto industry is also under pressure to increase the use of recyclable materials. http://www.rnr.lsu.edu/Wu/HTMfiles/Qinglin%20Wu%20Current%20Research.htm
Platinum’s supply/demand fundamentals are tight. In fact, were platinum mining to cease today, above ground reserves would last less than two years. In contrast, gold reserves would last nearly one quarter of a century. Platinum’s supply is tight even during periods of relatively normal mining production. Enough platinum has been supplied to world markets in recent years only after Russia has released inventory from its shrinking above-ground reserves.

  • Catalytic converter platinum consumption in developing nations rose from 5,000 ounces to 205,000 ounces between 1985 and 1995 and has shown no signs of slowing.
  • Catalytic converter legislation is spreading quickly in Latin America. In the past five years the nation with the largest economy in the region, Brazil, and the nation with the fastest growing economy, Chile, have both passed legislation mandating catalytic converter use.
  • Hong Kong, Malaysia, Singapore, Taiwan and Thailand all have passed legislation enforcing domestic catalytic converter use before the end of the decade.
  • Auto sales in Latin America and in the emerging market economies of East Asia have grown rapidly in recent years.
  • It is estimated that before the end of the next decade, platinum consumption for catalytic converters in emerging-market economies will surpass the total now consumed in North America, Japan and Europe. http://www.louisianagold.com/platfact.htm
