Laws and Regulations
There are no specific statewide recycling or waste reduction goals. A 1990 law requires all counties or groups of counties to submit solid waste management plans to the Department of Health and Environment, Bureau of Waste Management. These plans must address waste reduction efforts and each planning entity must submit annual solid waste management plan updates. Some counties have numerical goals or directions to increase participation in their programs, while others have little required. A state grant program provides $1 million a year to cities, counties and the private sector for recycling, composting, waste reduction and public education projects. The Kansas recycling rate for municipal solid waste in 2002 was approximately 18%.

Every year, each Kansan produces an average of more than 3/4 of a ton of trash and over 1/3 of this is paper.
Each year Kansans produce around 3.2 million tons of trash, which is enough to bury 100 Kansas High School football fields three feet deep in trash. Yet, we recycle only about 20 percent of this. With waste growing at 6 percent per year, that mountain will double over the next 12 years unless there’s a revolution in the way we think about waste.
Introduced on 1975 models, the catalytic converter is now used by foreign manufacturers as well as domestic ones, and it has a proven record of dependable, effective, trouble-free service. For 1981, General Motors is teaming a new, three-way catalyst with an on-board computer on our gasoline cars. Called Computer Command Control, this system is the lastest advance in emissions control technology. It allows General Motors to achieve the lowest emissions ever the highest average fuel economy in our history--a projected 23.1 mpg for 1981. http://www.epa.gov
